According to Regulation 3 Schedule 1 “A building used only by people engaged in the construction, demolition or repair of any building or structure during the course of that work” is exempted from the building regulations. Exception is “ a building containing sleeping accommodation.”

 

Hence, construction villages are not subject to the Scottish Building Regulations as long as they do not include sleeping accommodations.

 

There are no energy conservation provisions for the building fabric and building services of transportable accommodation used in construction villages. No attention is therefore paid to the energy efficient design of such temporary accommodation.

Part 1 of this standard gives recommendations for design and construction of the basic shell of single transportable accommodation units that are defined as “exempt buildings” by the building regulations. Some of these recommendations are stated in the following. 

·         Floor-to-ceiling height minimum 2100mm

·         Total glazed area minimum 10% of total floor area

·         Maximum thermal transmittance value (U-value)

        a)       0.8 W/m2K for floor and walls

        b)       0.6 W/m2K for roof

·         Effective free area of ventilation given by doors and openable windows minimum 5% of the floor area

·         Materials used for external cladding and internal finishes should have surfaces with a spread of flame of minimum class 3

Part 2 of BS 6767 gives recommendations on the design and installation of services, and fittings plus guidance on necessary fire precautions and also transportation, handling and sitting. Some of these recommendations are stated in the following.

·         Units should be located close to existing services to minimise service runs.

·         Cables and pipework should avoid the structural framework and foundations.

·         Hot and cold water supply systems should be protected from frost.

·         Neither solid fuel appliances nor oil fired appliances are considered suitable as heating appliances for units.

·         ·         Providing dry powder fire extinguisher positioned by main exit door as well as a fire blanket with any cooking appliance.
