Policy Recommendations

The following are few recommendations for policy makers from short comings in existing renewables policy that have been highlighted by this research:

  • A competitive tariff should be put in place to keep Scottish developers at home and to also lure others to Scotland
  • The electricity grid need to be improved and redeveloped into a more decentralised structure that will be capable of dealing with diverse generation options and patterns so it can manage both conventional and renewable sources. Device developers should however not bear the cost of the grid expansion and redevelopment
  • Technological learning will help reduce cost per kWh of marine energy over time but the industry must be nurtured and managed with enough incentives packages and promotional mechanisms to encourage investment in the sector to help make the technology competitive
  • A long term development plan (e.g. ROC’s) beyond 2010 should be outlined by government to show its commitment to the marine sector so that investor confidence can be boasted in the sector.
  • A closer look should be taken at the funding mechanisms for marine project especially at the ways to bridge the gap between the R&D stage and the supported commercial stage. These grants should however be awarded before developments (ex – ante of success) so all developers brilliant ideas can receive support. But further grants awarded based on extent of success achieved with preceding grant.
